The Federal Government generates usable property excess to their needs. To insure maximum utilization of such property, excess items are made available to other federal agencies. If there is no need on the federal level, surplus items are then made available to Federal Surplus Property Agencies for screening. The goal of the Iowa Federal Surplus Property Agency is to make this property available to eligible organizations within the State of Iowa.

You must be an eligible organization and have an application on file to obtain Federal Property! Listings are NOT available to the general public unless they are on auction.

Eligible Organizations

The Federal Surplus Personal Property Donation Program enables certain non-federal organizations to obtain personal property that the federal government no longer needs.

The following activities are eligible to receive donations of federal surplus personal property through the Iowa Federal Surplus program:

  • State and public agencies
  • Nonprofit educational and public health activities, including programs for the homeless and impoverished
  • Nonprofit and public programs for the elderly
  • Public airports
  • Educational activities of special interest to the Armed Services
  • Veteran Owned Small Businesses
  • Other donee activities

The Veteran Small Business Enhancement Act of 2018 allows for Veteran businesses to be eligible to participate in the Federal Surplus program.

All organizations that wish to receive Federal Surplus property must provide a completed Federal Surplus Application.

The Federal Surplus program is covered by Federal nondiscrimination laws that prohibit discrimination based on race, color, national origin, age, disability and sex. For more information, please click here.

Private companies, the general public and employees of eligible organizations are NOT eligible to purchase from Federal Surplus.


Application Process

All organizations that wish to receive Federal Surplus property must provide a completed Federal Surplus Application. Applications must be updated every two years. To submit an application, please download and fill out one of the following forms:

Completed forms must to printed, signed and either faxed to 515-263-4910 or mailed to the Iowa Federal Surplus Office. If you have any question or problems filling out the application, please contact Karyn Hartwig-Evans at karyn.hartwig-evans@iowa.gov.
